Regional Workshop on Co-management in Small-Scale Fisheries: Lessons Learned and Best Practices 12-13 December 2012, Bangkok, Thailand
An FAO project, the Regional Fisheries Livelihoods Programme, which is funded by Spain, has worked with the Timorese authorities and coastal communities to build local capacity and put in place effective methods to gather a variety of important fisheries data. This is used to help make important decisions relating to the management of the nation's fisheries sector. These actions, which are detailed in this publication, have been carried out at relatively little expense and in a participatory manner that has engaged communities while at the same time providing practical skills to all involved

The cultural barriers to a low-carbon future: a review of six mobility and energy transitions across 28 countries
This review focuses on how culture can complicate attempts at promoting more efficient, more sustainable, and often more affordable forms of mobility as well as energy use in homes and buildings. In simpler terms: it illustrates the cultural barriers to a low-carbon, low-energy future across 28 countries. Rather than focus on energy supply, it deals intently with energy end-use, demand, and consumption. In terms of low-carbon transport and mobility, it examines the cultural barriers to aggressive driving, speeding, and eco-driving; automated vehicles; and ridesharing and carpooling. In terms of cooking and building energy use, it examines the cultural barriers to solar home systems, improved cookstoves, and energy efficient heating. For each case, the review synthesizes a wide range of studies showing that culture can operate as a salient but often unacknowledged barrier to low-carbon transitions as well as sustainability transitions more generally. The paper concludes with recommendations aimed at catalyzing the effectiveness and efficiency with which policymakers, researchers and practitioners are able to research, develop, demonstrate and deploy technologies and policies for a low-carbon transition
High Temporal Resolution XMM Monitoring of PKS 2155-304
The bright, strongly variable BL Lac object PKS 2155-304 was observed by XMM
for two essentially uninterrupted periods of ~11 and 16 hr on 30-31 May 2000.
The strongest variations occurred in the highest energy bands. After scaling
for this effect, the three softest bands (0.1-1.7 keV) showed strong
correlation with no measurable lag to reliable limits of \tau \ls 0.3 hr.
However, the hardest band (~3 keV) was less well-correlated with the other
three, especially on short time scales, showing deviations of ~10-20% in ~1 hr
although, again, no significant interband lag was detected. This result and
examination of previous ASCA and BeppoSAX cross-correlation functions suggest
that previous claims of soft lags on time scales of 0.3-4 hr could well be an
artifact of periodic interruptions due to Earth-occultation every 1.6 hr.
Previous determinations of the magnetic field/bulk Lorentz factor were
therefore premature, as these data provide only a lower limit of B
\gamma^{1/3} \gs 2.5 G. The hardest band encompasses the spectral region above
the high-energy break; its enhanced variability could be indicating that the
break energy of the synchrotron spectrum, and therefore of the underlying
electron energy distribution, changes independently of the lower energies.Comment: 13 pages, 3 figures, accepted by Ap
Surgical ward rounds in England: a trainee-led multi-centre study of current practice
BACKGROUND: Recent guidance advocates daily consultant-led ward rounds, conducted in the morning with the presence of senior nursing staff and minimising patients on outlying wards. These recommendations aim to improve patient management through timely investigations, treatment and discharge. This study sought to evaluate the current surgical ward round practices in England. METHODS: Information regarding timing and staffing levels of surgical ward rounds was collected prospectively over a one-week period. The location of each patient was also documented. Two surgical trainee research collaboratives coordinated data collection from 19 hospitals and 13 surgical subspecialties. RESULTS: Data from 471 ward rounds involving 5622 patient encounters was obtained. 367 (77.9%) ward rounds commenced before 9am. Of 422 weekday rounds, 190 (45%) were consultant-led compared with 33 of the 49 (67%) weekend rounds. 2474 (44%) patients were seen with a nurse present. 1518 patients (27%) were classified as outliers, with 361 ward rounds (67%) reporting at least one outlying patient. CONCLUSION: Recommendations for daily consultant-led multi disciplinary ward rounds are poorly implemented in surgical practice, and patients continue to be managed on outlying wards. Although strategies may be employed to improve nursing attendance on ward rounds, substantial changes to workforce planning would be required to deliver daily consultant-led care. An increasing political focus on patient outcomes at weekends may prompt changes in these areas

Industrial decarbonization via hydrogen: a critical and systematic review of developments, socio-technical systems and policy options
Industrial decarbonization is a daunting challenge given the relative lack of low-carbon options available for “hard to decarbonize” industries such as iron and steel, cement, and chemicals. Hydrogen, however, offers one potential solution to this dilemma given that is an abundant and energy dense fuel capable of not just meeting industrial energy requirements, but also providing long-duration energy storage. Despite the abundance and potential of hydrogen, isolating it and utilizing it for industrial decarbonization remains logistically challenging and is, in many cases, expensive. Industrial utilization of hydrogen is currently dominated by oil refining and chemical production with nearly all of the hydrogen used in these applications coming from fossil fuels. The generation of low-carbon or zero-carbon hydrogen for industrial applications requires new modes of hydrogen production that either intrinsically produce no carbon emissions or are combined with carbon capture technologies. This review takes a sociotechnical perspective to examine the full range of industries and industrial processes for which hydrogen can support decarbonization and the technical, economic, social and political factors that will impact hydrogen adoption
Decarbonizing the food and beverages industry: a critical and systematic review of developments, sociotechnical systems and policy options
From farm to fork, food and beverage consumption can have significant negative impacts on energy consumption, water consumption, climate change, and other environmental subsystems. This paper presents a comprehensive, critical and systematic review of more than 350,000 sources of evidence, and a short list of 701 studies, on the topic of greenhouse gas emissions from the food and beverage industry. Utilizing a sociotechnical lens that examines food supply and agriculture, manufacturing, retail and distribution, and consumption and use, the review identifies the most carbon-intensive processes in the industry, as well as the corresponding energy and carbon “footprints”. It discusses multiple current and emerging options and practices for decarbonization, including 78 potentially transformative technologies. It examines the benefits to sector decarbonization—including energy and carbon savings, cost savings, and other co-benefits related to sustainability or health—as well as barriers across financial and economic, institutional and managerial, and behavioral and consumer dimensions. It lastly discusses how financing, business models, and policy can be harnessed to help overcome these barriers, and identifies a set of research gaps

Critical points and supersymmetric vacua, III: String/M models
A fundamental problem in contemporary string/M theory is to count the number
of inequivalent vacua satisfying constraints in a string theory model. This
article contains the first rigorous results on the number and distribution of
supersymmetric vacua of type IIb string theories compactified on a Calabi-Yau
3-fold with flux. In particular, complete proofs of the counting formulas
in Ashok-Douglas and Denef-Douglas are given, together with van der Corput
style remainder estimates. We also give evidence that the number of vacua
satisfying the tadpole constraint in regions of bounded curvature in moduli
